README-turbo.txt explains how to use libjpeg-turbo at run time and develop your own applications with it. This file can be found in the source tree or, if you installed one of the SDK distribution packages, it can be found in the following locations:

Linux:
/usr/share/doc/libjpeg-turbo-{version}

Windows:
c:\libjpeg-turbo, c:\libjpeg-turbo64, c:\libjpeg-turbo-gcc, or c:\libjpeg-turbo-gcc64

OS X:
/Library/Documentation/libjpeg-turbo

Solaris/x86:
/opt/libjpeg-turbo/doc
